Thomas Arslan was born in 1962 in Brunswick from a German-Turkish couple. He spent part of his childhood in Ankara. He studied directing at Berlin DFF for six years. His name is associated with Angela Schanelec and Christian Petzold in the new "New German Wave" (Berliner Schule).
