Funding and distribution opportunities in Africa and the Arab world



African and Arab cinema is not living its best days in countries which, many of them, are struggling with political conflicts and significant economic difficulties. There are many complaints about the difficulties of film production in African and Arab countries with heterogeneous developments. However, in recent years, funds dedicated for the so-called “southern” cinemas have unfolded: from scriptwriting, distribution to production.

This panel aims to include all the considered proposals in a global vision that would take into consideration the mobilization of funding resources in the production of Arab-African cinematographic works.

Nabila Rezaig started her career as a history and geography professor while working in the field of print journalism at Al-Balad newspaper. She has occupied several positions namely communication specialiste at the National Office for Culture and Information, head of the communication department at the symphony orchestra, journalist at the Algerian television electronic website, then head of the cinema department at the Algerian Agency for Cultural Radiation, then central director of the Directorate for the Development and Promotion of the Arts and ordinator of the Algerian Cinema Development Center (CADC) through which she discovered her passion for culture and arts and mainly cinema.

Guadalupe Arensburg is head of the Acquisitions and Programming of Short Films at Movistar Plus+ Spain as well as of the selection and development of projects to be produced.
Focused on African Cinemas, she has organized screenings for Granada and Barcelona Film Festivals, the Contemporary Art Centre La Casa Encendida (Madrid), Mujeres por África Foundation (Madrid) and Casa África (Las Palmas de Gran Canaria). She wrote the book “Cinematografías de África. Un encuentro con sus protagonistas” in 2010, published by Casa África.

Enrico CHIESA, Italian & French, is head of cinema at the Francophone Fund (OIF) and coordinates Clap ACP, a programme designed for strengthening the coproduction of films & series between ACP countries. He was previously a distributor of African films & series for 10 years - mobiCINE mobile screenings, AfricaFilms.tv (VOD), 15 Youtube channels.
Before that, he managed Majestic Cinemas, a 50 screen-circuit in France and the CICAE (International Confederation of Art Cinemas), active in 30 countries. He graduated from HEC Paris business school and lived in France, Spain, Dominican Republic, Italy, Argentina and Senegal.

Houda El Amri started her career as a journalist and press officer in Tunisia.
She was part of the launch team of Canal+ Horizons Tunisia in 1992, as a TV channel presenter.
After studying philosophy, she joined Canal+ Horizons in Paris. She is a film buff and passionate about African cinema. She is very involved in the promotion of African cinema through her expertise in script development and artistic support for projects. She has been a jury member in several festivals namely FESPACO. She has held the position of Programming Manager and she is currently working as an editorial advisor for cinema acquisition at Canal + International (Canal + Group).



Jean-Raymond Garcia

After studying public law and political science, Jean-Raymond Garcia switched to film directing with his first short film "Temps Mort". He is known for his films: Un peu après minuit (2017), Muere, monstruo, muere (2018) and Céleri remoulade (1989). He is considered as one of the main inspirations of territorial policies for the audiovisual sector and as such is associated with many emblematic first films of French cinema. Furthermore, he has been a Jury member of the Gan Foundation for Cinema and more recently since July 2019 a member of the 1st College Commission at Cinéma du Monde.

Mohamed Frini

Mohamed Frini is the president of the Association Échos Cinématographiques. He is one of the initiators of ‘Les Rencontres Cinématographiques de Hergla’. He is also the artistic director of the 2nd edition of the Documentary Film Festival of Redeyef. Mohamed Frini works in film exhibition and distribution. He is the owner and manager of the Amilcar Cinema. With his friends Kais Zaied and Amel Saadallah (the founders of CinéMadart in Carthage), he founded Hakka Distribution, a company dedicated to the promotion of African, Arab films.

Yahia Mgarrech

Yahia Mgarrech is a computer engineer graduated from ESPRIT. He discovered the world of startups during his PFE internship in Paris in a French startup. He always had a dream to come back to Tunisia and launch his own start-up, this dream was realized when he launched Artify, the first legal streaming platform dedicated to Tunisian cinema.
